Joe Carter joined Birkhoff, Hendricks & Carter, L.L.P. in August of 1979 as a draftsman, He graduated with a B.S.C.E from Southern Methodist University in 1983 and became a Partner in 1989.

Joe has significant experience in paving and drainage projects, including thoroughfares, highways and tollways.  Joe has performed hydraulic studies using the HEC-RAS computer program and hydrologic studies using the HEC-HMS and WIN TR-55 computer programs.  He has completed several Conditional Letter of Map Revisions (CLOMRs) and Letters of Map Revision (LOMRs).  His experience has been focused on projects for various municipal and governmental agencies and includes all aspects of design, project management and construction administration
